Trung Tâm dạy nghề bánh Nhất Hương đang áp dụng chương trình dạy nghề bánh theo đúng tiêu chuẩn hoạt động dạy nghề do Bộ Lao Động – Thương Binh & Xã Hội ban hành.
Theo Quyết định 72/2008/QĐ-BLĐTBXH ngày 30/12/2008
của Bộ trưởng Bộ Lao động – Thương binh và Xã hội
Những nội dung cơ bản về đăng ký hoạt động dạy nghề đã được quy định tại Quyết định số 72/2008/QĐ-BLĐTBXH. Để việc đăng ký được thuận lợi theo tình hình thực tế tại Tp.Hồ Chí Minh, Sở Lao động – Thương binh và xã hội hướng dẫn thêm một số điểm sau về đăng ký dạy nghề tại Thành phố :
I.Về trình độ dạy nghề và đối tượng đăng ký :
1. Trường Trung cấp nghề, Trung cấp chuyên nghiệp có dạy nghề : Đăng ký dạy nghề trình độ trung cấp, trình độ sơ cấp và dạy nghề thường xuyên chương trình không chính quy.
2. Trung tâm dạy nghề; doanh nghiệp, cơ sở giáo dục khác, đơn vị sự nghiệp, tổ chức xã hội, tổ chức nghề nghiệp có dạy nghề : Đăng ký dạy nghề trình độ sơ cấp và dạy nghề thường xuyên chương trình không chính quy.
* Các đối tượng nêu tại mục 1 và 2 trên đây bao gồm các đơn vị công lập, tư thục và có vốn đầu tư nước ngoài.
* Các Trường Cao đẳng nghề; Đại học, Cao đẳng có dạy nghề đăng ký tại Tổng cục Dạy nghề (cho mọi trình độ đào tạo).
II. Về điều kiện đăng ký :
A- Đối với trình độ trung cấp nghề :
1. Nghề đăng ký dạy phải có tên trong danh mục nghề đào tạo do Bộ trưởng Bộ Lao động – TBXH ban hành (danh mục này có thể được cập nhật thường xuyên).
2. Có đủ chương trình dạy nghề chi tiết (bao gồm chương trình khung do Bộ trưởng Bộ Lao động – TBXH ban hành và phần chương trình tự chọn do Hiệu trưởng tổ chức xây dựng và quyết định đưa vào sử dụng).
Trường hợp nghề có tên trong danh mục nghề nhưng chưa có chương trình khung, Hiệu trưởng chịu trách nhiệm tổ chức xây dựng theo đúng tinh thần Quyết định của Bộ trưởng Bộ Lao động – TBXH về ban hành chương trình khung trình độ cao đẳng nghề, trung cấp nghề và điều chỉnh kịp thời khi chương trình khung của nghề đó được ban hành.
3. Cơ sở vật chất : Được sử dụng ổn định ít nhất 5 năm tính từ ngày đăng ký dạy nghề; đủ các phòng chức năng theo yêu cầu của 01 trường nghề; trong đó, lưu ý các loại phòng học và điều kiện sau :
– Phòng học lý thuyết có diện tích tối thiểu 45m2 (sức chứa tối đa 35 học sinh), chiều dài không lớn hơn 1,5 lần chiều rộng.
– Phòng, xưởng thực hành đáp ứng diện tích, số lượng theo cấu tạo, phân phối thời gian của chương trình đào tạo và đặc điểm thiết bị từng nghề; diện tích không nhỏ hơn diện tích phòng học lý thuyết.
– Đủ phương tiện phòng cháy chữa cháy, sơ cấp cứu, lối thoát hiểm và các biện pháp bảo đảm an toàn khác.
– Thư viện, phòng đọc sách có số chỗ ngồi tối thiểu bằng 3% số học sinh và 20% số giáo viên toàn trường.
– Đủ chỗ để xe cho cán bộ, giáo viên, nhân viên và học sinh.
4. Thiết bị giảng dạy và thực hành :
a. Đủ thiết bị để giáo viên minh họa, làm thí nghiệm khi giảng dạy.
b. Thiết bị thực hành :
– Đối với thiết bị, dụng cụ thực hành dùng riêng cho từng học sinh (như các loại dụng cụ cầm tay, máy vi tính, …) : Số lượng tối thiểu phải đủ cho mỗi học sinh 1 thiết bị, dụng cụ (tính cho 1 ca thực hành đối với 1 nhóm học sinh của 1 lớp).
Thí dụ : Trường có 02 lớp nghề “Cắt gọt kim loại” cùng khóa (tổng số học sinh là 70); trong 1 đợt thực hành chia làm 4 nhóm (mỗi nhóm 17-18 học sinh) thực hành 4 ca thì số thiết bị, dụng cụ cầm tay loại này tối thiểu phải là 18.
– Đối với thiết bị nhiều học sinh có thể luân phiên sử dụng : Số lượng đủ để mỗi học sinh đều được sử dụng đúng thời gian thực hành trong chương trình và theo lịch học tập của từng lớp.
Thí dụ : Cũng 02 lớp như trên, nếu 2 học sinh luân phiên sử dụng 1 thiết bị (máy tiện vạn năng chẳng hạn) thì số thiết bị này phải là 9 và số lượt ca thực hành phải tăng 2 lần.
– Đối với thiết bị quá đắt tiền, số lượng không đạt như vừa nêu, trường phải thuyết minh phương án bảo đảm việc thực hành cho học sinh như chương trình quy định.
– Đối với thiết bị dùng chung, tùy theo yêu cầu chương trình nghề, số lượng phải bảo đảm đủ học sinh sử dụng mà không ảnh hưởng đến thời gian ca thực hành.
5. Giáo viên :
– Đúng chuyên ngành, trình độ đào tạo và nghiệp vụ sư phạm theo khoản 3 Điều 58 Luật Dạy nghề. Giáo viên chưa có nghiệp vụ sư phạm phải cam kết theo học các lớp nghiệp vụ sư phạm trong vòng 12 tháng từ ngày được cấp Giấy chứng nhận đăng ký dạy nghề.
– Số lượng : Theo tỷ lệ 1 GV / 20 học sinh.
– Tỷ lệ giáo viên cơ hữu (*) : Trường công lập : Ít nhất 70%; trường tư thục và có vốn đầu tư nước ngoài: Ít nhất 50%.
– Mỗi nghề phải có giáo viên cơ hữu.
(*) : Giáo viên cơ hữu là giáo viên thuộc biên chế chính thức hoặc hoặc hợp đồng lao động từ 12 tháng trở lên hoặc hợp đồng lao động không xác định thời hạn; là lực lượng chính của trường, thực hiện sự phân công, giao việc của hiệu trưởng theo Điều lệ nhà trường.
B- Đối với trình độ sơ cấp nghề và dạy nghề thường xuyên chương trình không chính quy:
1. Nghề có tên trong danh mục nghề đào tạo hoặc tên cụ thể, tiêu biểu cho công việc của nghề.
2. Chương trình mô tả cụ thể mục tiêu đào tạo, được xây dựng chi tiết bảo đảm mục tiêu đào tạo với thời lượng tối thiểu 200 giờ (sơ cấp nghề). Trong đó, số giờ thực hành chiếm từ 2/3 tổng số giờ trở lên (Đối với một số nghề do tính chất riêng, số giờ thực hành có thể ít hơn; cơ sở phải thuyết minh cụ thể). Đối với dạy nghề thường xuyên chương trình không chính quy, thời lượng có thể ít hơn.
3. Cơ sở vật chất : Đủ cơ sở vật chất cho hoạt động dạy nghề, sử dụng ổn định ít nhất 5 năm tính từ ngày đăng ký dạy nghề. Riêng đối với các doanh nghiệp, thời hạn này ít nhất 3 năm.
– Phòng học lý thuyết : Diện tích tối thiểu 1,3m2 / học sinh. Nếu tổ chức lớp học quy mô không lớn, diện tích phòng học có thể từ 26m2 trở lên (không quá 20 học sinh / lớp).
– Phòng, xưởng thực hành; phòng học lý thuyết + thực hành : Đảm bảo theo yêu cầu tổ chức thực hành của mỗi nghề, diện tích tối thiểu 2,5m2 / học sinh; diện tích không nhỏ hơn diện tích phòng học lý thuyết.
– Đủ phương tiện phòng cháy chữa cháy, sơ cấp cứu, lối thoát hiểm và các biện pháp bảo đảm an toàn khác.
– mĐủ chỗ để xe cho cán bộ, giáo viên, nhân viên và học sinh.
4.Thiết bị giảng dạy và thực hành :
a. Đủ thiết bị để giáo viên minh họa, làm thí nghiệm khi giảng dạy.
b. Thiết bị thực hành :

– Số lượng : Theo tỷ lệ 1 GV / 20 học sinh.
– Mỗi nghề phải có giáo viên cơ hữu.
